A Report Commissioned by The Council of Canadians’
Blue Planet Project

Prepared by Jamie Linton

(Environment Canada 1987) Yet, there remain serious doubts about the federal government's commitment to this policy. Recent media reports, for example, have indicated that Prime Minister Jean Chrétien "has privately supported the idea" of diverting water from James Bay to the United States. (Ottawa Citizen 2001)
