A not-so-modest proposal

Re: "Little Chance Partnership Proposal Will Lead To North American Union" The Globe and Mail, July 9, 2007.
Ottawa -- John Ibbitson describes the Security and Prosperity Partnership as a "modest" effort, then quotes the head of the Canadian Council of Chief Executives as saying, "a lot of work is going on, on the regulatory front, the agricultural front ... the energy front, the borders front ..."
Mr. Ibbitson seems to contradict himself further when he quotes a former government adviser who says the SPP "is sinking under its own weight." How does a modest effort sink under its own weight?
The Council of Canadians is raising concerns about the SPP, including the no- fly list, pesticide residues, tar sands and civil rights. We welcome debate but it adds little to casually dismiss serious critics while offering no real information.
