What Safe Third Country? How Canada and the U.S. Join Forces to Undermine the Security of Refugees

Description

This workshop will tackle two of the major threats to non-citizens rights in Canada: the U.S.-Canada Safe Third Country Agreement on allocation of refugee claims, and the security certificate issues.  Since December 2004, Canada has declared the US a safe third country for refugees, closing the land border to most refugees seeking asylum in Canada.  How safe is the US for refugees?  Meanwhile, a few weeks ago the Supreme Court of Canada ruled that the use of secret evidence to detain and deport people under security certificates violates the Charter.  What does this mean for the rights of non-citizens?
