Questions about military cooperation pact with U.S. still unanswered

Since the story broke this February that the Canadian Forces had signed a troop-sharing agreement with the U.S. army for cross-border disasters and other incidents, Canadians have been asking questions of the government but getting little information in response.

David Pugliese, a CanWest reporter who wrote about the new Civil Assistance Plan in February, talks about a man called Spencer Spratley in a recent blog entry.

“Mr. Sprately has been communicating with DND and the Minister’s office… and he is getting a preview of how government works and does not work,” writes Pugliese.

“He has been writing to Paul J. Throop, Director of Operations for Defence Minister Peter MacKay after a couple of failed attempts to find out about the cross-border agreement and get his questions answered by DND (he originally wrote Mr. MacKay but got passed on to DND where they sent him a form email response… actually a cut and paste of some of the same responses I was sent when I was writing the article).”

Sprately recently commented on an article about the Civil Assistance Plan in the Fredericton Daily Gleaner, which concludes, “the secrecy that initially surrounded it – with more information being available on the agreement from the Americans than from our own government – has left a bad taste in the mouths of many and can only be described as typical for the new reality we now live in.”

“I've been trying to get a copy of this agreement for over a month,” says Sprately in his online comment. “The Minster of National Defence won't even acknowledge my request for the document or answer any questions about it. I've been forced to file an Access to Information request.”
