Armies in Canada, Mexico and the U.S. prepare for 2010 Olympics

According to an article in the Vancouver weekly 24 Hours, Canada, Mexico and the U.S. are planning a joint military exercise to coordinate "to focus on terrorist events that could affect [the] 2010 Olympics."
The report is based on documents obtained by 2010 Watch through access to information requests from Public Safety Canada.
One key SPP initiative is to coordinate a continental response to emergencies, including natural disaster relief and potential terrorist attacks.
Under that initiative in the 2006 report to SPP leaders, we find the initiative:
"Initiate planning within 6 months (December 2005) for a preparedness exercise to be conducted in advance of the 2010 Winter Olympics in Vancouver/Whistler."
According to *24 Hours*: "The rehearsal, led by the U.S. Department of Homeland Security, is code-named TOPOFF 5. Canadian troops were among the 15,000 participants involved in last October's TOPOFF 4 in Portland, Ore., Phoenix, Ariz. and Guam."
"Does it mean that if the American forces are training with Canadian forces that they are going to be positioned here in Canada during the period of the Olympic Games?" said 2010 Watch's Chris Shaw in the article. "And, if so, under whose command?"
Recently, Canada and the United States finalized, through the Bi-National Planning Group, a Civil Assistance Plan that allows U.S. troops to operate on Canadian soil during civil emergencies.
