The denigration of Canadian political institutions and democracy has been accompanied by a growing and alarming disregard for civil liberties and human rights in this country […] The rapid Americanization of Canada's institutions and political culture demands both long-term and immediate action. Only by giving Canadians a genuine opportunity to engage in a dialogue about their country and its future direction can this alarming erosion of democratic participation and the resulting decline of the nation be halted and eventually reversed.
